Authorization Unfinalization

This feature restricts unfinalizing an authorization. After an authorization is finalized, a provider may dispute the outcome and make an appeal. If such a appeal is granted, the authorization needs to be unfinalized and reprocessed. The ability to unfinalize an authorization can be restricted to a select group of people: the ones with an access restriction of type 'Authorization Unfinalization'.
