Yes, the customers can disable the Payment Method Optimization Service.
To disable the Payment Method Optimization Service:

Go to SuiteBanking > Payment Automation > Dashboard.

On the left pane in the Set Up section, click Payment Optimization.

Click Opt Out of This Service.
What happens when customers disable the Payment Method Optimization Service?
The optimization team will not analyze your vendor data or contact them to switch to virtual cards as their primary payment method. The subsequent vendor data will not be shared with the partners.
