Granting the Override Estimated Costs on Transactions Permission
Assign the Override Estimated Cost on Transactions permission to allow a user (or a SuiteScript) to override estimated cost and gross profit values on transactions in the sales cycle. You can only assign the Full level for this permission. Exercise care in assigning this permission.
By default, this permission is assigned to the following two standard roles:

Sales Administrator

Sales Manager
You have to explicitly add this permissions to custom roles as needed. See Changing Custom Roles.
To assign the Override Estimated Costs on Transactions permission:

Go to Setup > Users/Roles > Manage Roles.

Click Edit next to the name of the role that you want to modify.

On the Transactions subtab, select Override Estimated Cost on Transactions from the Permission dropdown, and click Add.

Click Save.
