Newborn Enrollment Time Limit
Some states have regulations stating the time limit within which a newborn child should be enrolled to an individual membership. If you violate the state enrollment timeline regulations, the individual membership will not be able to avail the newborn premium waiver benefit for a newborn child.
The system enables you to add an enrollment received date for each newborn child through a health care inbound message. The enrollment received date indicates that the newborn child is enrolled to the individual membership (in the upstream system) on that date. If the enrollment received date is within the newborn enrollment notice period, the system will allow you to waive off premium for a newborn child when the Gift Days Applicability parameter in the newborn business rule is set to Y. However, if the enrollment received date is not within the newborn enrollment notice period, the system will not allow you to waive off premium for a newborn child even when the Gift Days Applicability parameter in the newborn business rule is set to Y. The enrollment received date is validated against the newborn enrollment notice period only when the Notice Rule Applicability parameter in the newborn business rule is set to Y. The system derives the newborn enrollment notice period using the following parameters of the newborn business rule:
-
New Born Notice Rule Calculation – Used to indicate whether you want to calculate the newborn enrollment notice period starting from the birth date or member person start date. The system will then derive the newborn enrollment notice period using the given date and notice rule days.
-
Notice Rule Days – Used to indicate the number of days you want to offer to determine the newborn enrollment notice period.
If the Notice Rule Applicability parameter in the newborn business rule is set to Y, the system derives the values from the New Born Notice Rule Calculation and Notice Rule Days parameters of the newborn business rule. The system then calculates the cutoff date using the derived values. For example, let us assume the following:
| Parameter | Value |
|---|---|
| Gift Days Applicability | Y |
| Gift Days | 30 |
| Notice Rule Applicability | Y |
| New Born Notice Rule Calculation | Birth Date |
| Notice Rule Days | 45 |
Now, if a newborn is enrolled to an individual membership with the birth date as 01-Jan-2026 and enrollment received date as 10-Jan-2026, the system will calculate the newborn enrollment notice period (i.e., 01-Jan-2026 to 14-Feb-2026). As, the newborn is enrolled on 10-Jan-2026 which is before the cutoff date (i.e., 14-Feb-2026), the system will waive off premium for the newborn child. But, if a newborn is enrolled to an individual membership with the birth date as 01-Jan-2026 and enrollment received date as 16-Feb-2026, the system will not waive off premium for the newborn child. This is because the enrollment received date is after the cutoff date (i.e., 14-Feb-2026).
