When you launch a Standard Management Pack tool from the console, the application uses the console's connection to the Oracle Management Server to display discovered databases. A Management Server connection also allows Performance Manager to save user-defined charts. You can achieve the same results if you launch a tool with a Management Server connection from the operating system.
