France Account Setup

Setting up an account for an organization doing business in France usually requires enabling several features and installing additional SuiteApps.

Enabling Features for France Account

Some features available in your NetSuite account can be useful for businesses in France. Enable Company, Accounting, and SuiteCloud features to make your NetSuite account more suited to France’s business requirements. For information about features and prerequisites for specific product areas, see Functional Areas.

Note:

If you don’t have sufficient permissions to enable features, please contact your account administrator.

To enable features:

  1. Go to Setup > Company > Setup Tasks > Enable Features (Administrator).

  2. On the Company subtab, go to the International section and check the Multi–language and Multiple Currencies boxes.

  3. On the Accounting subtab, go to the Basic Features subtab and check the GL Audit Numbering box.

  4. On the Accounting subtab, go to the Advanced Features section and check the Period End Journal Entries and Foreign Currency Variance Mapping boxes.

  5. On the SuiteCloud subtab, enable the desired features on the following subtabs:

    • SuiteBuilder

    • SuiteScript

    • SuiteGL

    • SuiteFlow

  6. If your company is registered for EU One Stop Shop, check the EU One Stop Shop box on the Tax subtab.

  7. Click Save.

Available SuiteApps

Some additional features require installation of a specific SuiteApp. SuiteApps are applications that extend NetSuite for specific industry and business needs. For information about the required SuiteApps for specific product areas, see Functional Areas.

France-specific features are currently available in the following SuiteApps:

Payments

Enables bank payments of vendor bills, employee expenses, partner and employee commissions, customer refunds, and customer payments within France.

International Tax Reports

Taxation (NetSuite accounts without SuiteTax)

Generates France VAT report in English or French, sales and purchase reports by tax code, EU sales list reports, and Intrastat reports.

If your account has the SuiteTax feature enabled, do not install this SuiteApp.

Supplementary Tax Calculation

Taxation (NetSuite accounts without SuiteTax)

Manages EU Reverse charges and supports the calculation of nondeductible input tax. For more information, see Recording Nondeductible Input Tax and Setting Up Tax Codes to Post Notional Tax Amounts. This SuiteApp also supports VAT on prompt payment discounts. For more information, see Recording Tax on Prompt Payment Discount.

If your account has the SuiteTax feature enabled, do not install this SuiteApp.

SuiteTax Engine

Taxation (NetSuite accounts with SuiteTax)

For NetSuite accounts with the SuiteTax feature enabled, the SuiteTax Engine sets default tax codes based on local tax requirements.

SuiteTax Data Records

Taxation (NetSuite accounts with SuiteTax)

For NetSuite accounts with the SuiteTax feature enabled, the SuiteTax Data Records SuiteApp provides tax rates for the United States and for countries that use VAT/GST. This SuiteApp is used with the SuiteTax Engine SuiteApp. For more information, see Installing the SuiteTax Data Records Bundle.

Tax Reporting Framework

Taxation (NetSuite accounts with SuiteTax)

For NetSuite accounts with the SuiteTax feature enabled, the Tax Reporting Framework SuiteApp provides the Country Tax Reports page that enables you to generate France-specific tax reports including Periodic VAT Return CA3, DEB Arrivals and Dispatches, and European Services Declaration (DES). The templates for these reports are provided by the France Localization SuiteApp.

SuiteTax EMEA Audit Files

Taxation (NetSuite accounts with SuiteTax)

Works with the Tax Reporting Framework SuiteApp to enable you to generate FEC.

EMEA Localization

  • Payments

  • Taxation (NetSuite accounts with SuiteTax)

Provides custom lists and custom fields that will be used to generate tax reports and electronic bank payments for countries in the EMEA region. This SuiteApp is required for installing the France Localization SuiteApp.

France Localization

  • Accounting

  • Taxation (NetSuite accounts with or without SuiteTax)

  • Payments

Provides the following features:

  • France Chart of Accounts or Plan Comptable Général template.

  • France financial reports, including those in CEFRA formats.

  • Validations to ensure compliance of reports to French laws, such as ensuring that account numbers are in the correct format, that transactions contain memos, and that no more than 24 accounting periods are open at one time.

  • SuiteTax-based report templates of Periodic VAT Return CA3, DEB, and DES.

  • Fichier d’Ecritures Comptables (FEC) files that can be generated with or without the SuiteTax feature.

  • Reports for handling hybrid VAT

  • Lettrage reports for A/P and A/R accounts

  • Saved searches that list the transactions that do not conform to the FEC reporting requirements.

  • France electronic bank payment templates

Note:

The France Localization SuiteApp can also be used with the International Tax Reports SuiteApp if you are not using SuiteTax.

GL Matching

Accounting

Enables reconciliation (lettrage) for balance sheet accounts. Account types supported by the GL Matching SuiteApp are not limited to Accounts Payable and Accounts Receivable types.

To install a SuiteApp:

  1. Go to Customization > SuiteBundler > Search & Install Bundles.

  2. Search the following SuiteApps using their names or their Bundle IDs.

  3. On the Bundle Details page, click Install.
