Policies

This page is accessed via Master Data > Power Data > Compliance Rules > Policies.

Use this page to view the existing compliance policies available to you, or create new ones.

A compliance policy consists of one or more GTM services that are used in compliance rule screening, product classification, license assignment, restricted party list screening, and landed cost calculation. A compliance policy includes the sequence in which the services are executed as well as defined parameters for each service included. Compliance policies are typically used for trade transaction screening.

You can configure different compliance policies according to the jurisdictions under which transactions fall. For example, a ship-from transaction from the Netherlands to a US company must comply with EAR (Export Administration regulations) and the Dual Use Items Regulations for the European Community. The compliance policy would include the Compliance Rule Set Group for EAR, a rule set group covering the European rules as well as restricted party list screening and product classification lookup for both ECCN-US and ECCN-NL in order to make sure that items and parties in the transaction are classified completely before running the compliance rule screening.

Adding a Compliance Policy

  1. Enter an ID for the new policy in the Policy ID field.
  2. Enter a description for the policy in the Description field.
  3. Enter the policy's name in the compliance Name field.
  4. Select a domain where this policy will exist from the Domain Name drop-down list.

Compliance Policy Details

Use the Compliance Policy Details section to define the new policy.

Adding Compliance Policy Details:

  1. Enter a value in the Service Sequence field. This value determines the order in which this particular detail will be applied.

    Note: Increment the service sequence by decades, that is, 10, 20, 30, etc. This will allow you to later modify the sequence easily.

  2. Select the ID of the service you plan to use from the Service ID drop-down list. Your choices are:

    Screen to determine if a selected party is considered a restricted party.

    Screen to determine the product classification of one or more items on a trade transaction.

    Verify the product classification of a specific item on a trade transaction.

    License Assignment

    Assignment of licenses to a reason for control on a trade transaction

    Allocate Weight by Value

    Calculates cost data for AES filings and estimating landed cost. See Allocate Weight by Value.

    Sum Quantity and Value Line to Header

    Sums quantities and values on a transaction line and places the information in the transaction header. See Sum Quantity and Value Line to Header.

    Convert UOMs

    Takes the product classification type and the quantity qualifier and then looks at all transaction lines with quantity qualifiers for matches. If a match is found, the action converts the existing UOM to the designated UOM. See Convert UOMs.

    Estimate Duty and Taxes

    Sends trade transaction information to a third party data provider and obtains duty and tax values for a transaction to calculate the landed cost. See Estimate Duty and Taxes.

  3. Enter a service preference ID in the Service Preference ID field.
  4. Click Save. You can continue to add as many policy details as you need.
  5. Click Finished.
