ACI itself runs by default as an always-on Windows service. It can be stopped and restarted through the Cognos Configuration interface, available from your Start menu.
In order to use ATG reporting, you need to compile an EAR file that includes the modules you want to use. Include the following modules:

Once you have assembled your EAR file, deploy it to the appropriate location, and start your Web application according to the instructions provided in your application server manuals.
