Site Administrators must have the siteAdminUser or the Business Control Center Administrator role, which allows access to Site Administration. The Siteadmin-role-data.xml contains the role and the access right for Site Administration. Additionally, users must be configured with the Business Control Center Member User role and the epubUser role. Although not all users who use Merchandising will be Site Administrators, all Site Administrators must have access to Merchandising assets.
