This issue is fixed in Oracle Hardware Management Pack 2.3.1.1.

In rare instances on systems running Linux or Oracle Solaris, the Oracle Hardware Management Pack agent (hwmgmtd) might not start or stop and go into maintenance mode soon after starting. The service disable/enable and clear commands do not fix the problem.

There is no workaround.
