Qualify for Trade Agreement

This action enables you to qualify an item for a trade agreement. Performing this action associates conditions with an item qualification.

Note: If the optional feature USE QUALIFICATION LOGIC CONFIG ON DOMAIN LEVEL is enabled:
a) Qualification action on item, item, qualification, item origin, and trade item structure will be run based on logic configuration parameters from the domain level. Else, configuration parameters from user preference will be used.
b) For qualification action on a transaction line, transaction type logic configuration parameters are given priority over domain level configuration parameters. If a parameter present in the transaction type logic configuration has a value, then this value will be used to run the action. Else, domain level logic configuration parameter values will be used. If the optional feature is not enabled, only the transaction type logic configuration will be used to run the action.

Qualifying an Item via Items Screen

  1. Enter an ID in the Trade Agreement field.
  2. Enter a country code in the Country of Import field.
  3. Enter an ID in the Product Classification Type field.
  4. Enter an Exchange Rate ID and an Exchange Rate Date to calculate values related to exchange rates during item qualification.
  5. Enter a producer in the Producer field. An example of a producer is a manufacturer.
  6. Enter a currency in the Currency field.
  7. Enter the duration of the qualification in the Effective Date and Expiration Date fields.

  9. Select an option from the Item Attribute drop-down list. 
  10. Select the Minimum Operations Requirements Met? check box to specify whether the item satisfies the requirements for minimum operations.
    Note: This check box will be displayed only if the Rules of Origin - base rules contain a rule for minimum operations.
  11. In the Conditions section, select YES or NO from the Met drop-down list to indicate whether the item satisfies the condition mentioned.
  12. Click Qualify.

Note: If no values are entered in the Exchange Rate ID, Exchange Rate Date, and Currency fields, then:
1. Jurisdiction is retrieved based on the country of origin and the regime with the category 'CUSTOMS'.
2. Exchange rate ID, exchange rate date and currency ID are retrieved from the regime and used while calculating the values during item qualification.

Qualifying an Item via Item Qualifications Screen

  1. Enter a country code in the Country of Import field.
  2. Enter an Exchange Rate ID and an Exchange Rate Date to calculate values related to exchange rates during item qualification.
  3. Enter a currency in the Currency field.
  4. Enter the duration of the qualification in the Effective Date and Expiration Date fields.
  5. Enter a producer in the Producer field. An example of a producer is a manufacturer.
  6. Select the Minimum Operations Requirements Met? check box to specify whether the item satisfies the requirements for minimum operations.
    Note: This check box will be displayed only if the Rules of Origin - base rules contain a rule for minimum operations.
  7. In the Conditions section, select YES or NO from the Met drop-down list to indicate whether the item satisfies the condition mentioned.
  8. Click Qualify.

Qualifying an Item via Item Origins Screen

  1. Select an option from the Trade Item Structure drop-down list.
  2. Select an option from the Trade Agreements drop-down list.
  3. Enter a country code in the Country of Import field.
  4. Enter an ID in the Product Classification Type field.
  5. Enter an Exchange Rate ID and an Exchange Rate Date to calculate values related to exchange rates during item qualification.
  6. Enter a currency in the Currency field.
  7. Enter the duration of the qualification in the Effective Date and Expiration Date fields.
  8. Enter a producer in the Producer field. An example of a producer is a manufacturer.
  9. Select an option from the Item Attribute drop-down list.
  10. Select the Minimum Operations Requirements Met? check box to specify whether the item satisfies the requirements for minimum operations.

  1. Enter a country code in the Country Of Origin field.
  2. Select an option from the Trade Agreements drop-down list.
  3. Enter a country code in the Country of Import field.
  4. Enter an ID in the Product Classification Type field.
  5. Enter an Exchange Rate ID and an Exchange Rate Date to calculate values related to exchange rates during item qualification.
  6. Enter a currency in the Currency field.
  7. Enter the duration of the qualification in the Effective Date and Expiration Date fields.
  8. Enter a producer in the Producer field. An example of a producer is a manufacturer.
  9. Select an option from the Item Attribute drop-down list.
  10. Select the Minimum Operations Requirements Met? check box to specify whether the item satisfies the requirements for minimum operations.

Qualifying a Trade Transaction Line

  1. Select an option from the Trade Agreement drop-down list.
  2. Enter an ID in the Product Classification Type field.
  3. Enter a producer in the Producer field. An example of a producer is a manufacturer.
  4. Enter an Exchange Rate ID and an Exchange Rate Date to calculate values related to exchange rates during qualification.
  5. Enter a currency in the Currency field.
  6. Select an option from the Item Attribute drop-down list.
  7. Select the Minimum Operations Requirements Met? check box to specify whether the transaction line satisfies the requirements for minimum operations.
    Note: This check box will be displayed only if the Rules of Origin - base rules contain a rule for minimum operations.
  8. In the Conditions section, select YES or NO from the Met drop-down list to indicate whether the transaction line satisfies the condition mentioned.
  9. Click Qualify.

Note: The action will run based on the parameters configured in GTM Logic Configuration and GTM Transaction Configuration.

Note: If a country of origin is not associated with the trade transaction line, the system will prompt you to perform the Look Up Country of Origin action on the line before performing the Qualify for Trade Agreement action.

Note: You can avoid classifying an item based on each importing country. Instead, you can provide a product classification type when performing the action. If a product classification type is provided, the classification code corresponding to the classification type is taken to perform the qualification action.
If a classification type is not provided, or if the classification code of the given type is not present on the transaction line, then the classification code corresponding to the Country of Import classification type will be used.
In case the classification code of Country of Import classification type is also not present, then the system will consider any classification code present on the transaction line for the qualification.
