Users can choose to have all items in their order shipped to the default shipping address. In this case, they only need to select a shipping method and click the Continue button. This action invokes the ShippingGroupFormHandler.applyShippingGroups method. The standard validateShippingInfo pipeline chain is executed and redirects the user to checkout/billing.jsp.
