A content group rule that runs in a single-site environment will run in a multisite environment. If you do not edit the rule it will execute on and include content from only the current site. Therefore, if the previous collection of content items is not associated with that site, results from the complete collection will not be included. Add site or site group override rules to reconfigure the content group to include items on all sites, or to refine the selection.
