FSM Billing Rules
In Field Service Management (FSM), billing rules determine whether consumables, time entries, and expense report lines are billable. These results depend on the linked customer relationship management (CRM) task's Billing Rule and the account configuration.
FSM applies the task's selected Billing Rule to related records. When the required NetSuite features and preferences are enabled, FSM affects pricing for billable consumables and time entries. FSM uses the applicable price level. Separate consumable processing and case invoicing features create the related transactions.
Billing rules apply to CRM tasks. This feature doesn't apply to project tasks.
This topic includes the following sections:
How It Works
This section explains the records and rules involved in the feature.
Billing Rule Selection
FSM can select a Billing Rule automatically when the task has a Task Type. Configured selection criteria use the Task Type and the types of the linked project and case. FSM evaluates the criteria in order and uses the first match. A project or case is required only when the configured criteria require one.
The standard automatic-selection list is empty. Automatic selection requires configured criteria. The eight supplied Billing Rule options and their standard billing formulas don't automatically select a rule for a task.
With a Task Type selected, FSM checks the configured rules when you change Task Type, Project, or Case. FSM also checks the rules when you save a task with a blank Billing Rule. If no configured rule matches during selection, FSM clears the Billing Rule.
You can select a Billing Rule manually. However, changing a field that triggers automatic selection starts the rule calculation again.
For setup of the types and lists used by billing rules, see Custom Records and Data.
Record Interactions
Billing rules affect consumables, time entries, and expense report lines.
Billing Rules for Related Records
The following table shows how FSM evaluates billing for related records and which fields it updates under the standard FSM mappings.
|

Billing Evaluation |
Applied Values |
|---|---|---|
|
Consumable ( |
Evaluates the configured consumable billing logic using the linked task's Billing Rule and the consumable's item. |

|
Time entry ( |
Evaluates the configured time billing logic using the linked task's Billing Rule and the time entry's service item. |
The Billable box ( |
|
Expense report ( |
Uses the Billing Rule on the report's Field Service Task and evaluates the configured expense billing logic separately for each line's expense category. |
When an expense report is created or edited, FSM updates each line's Billable box ( |
FSM applies billing rules to a related record only when the linked task has a Billing Rule. Billing evaluation also requires a value in the consumable's Item field (custrecord_nx_consitem) or the time entry's Service Item field (item).
The task's Billing Rule select field (custevent_nx_billing_type) uses the Field Service Billing Type custom list (customlist_nx_billing_type), which supplies eight standard options. Under the standard billing formulas, Rules 5 through 8 clear the consumable's Billable box. When FSM adds a nonbillable consumable to a sales order, the line has a zero rate.
The following table shows each option's full standard label and how it sets Billable when the standard billing formulas apply. Account configuration can change these results.

Billable time entries and expense report lines associated with a case can contribute to its unbilled amounts. For the calculation and update behavior, see FSM Case Unbilled Amount Calculation.
Key Behaviors
This section describes how the feature responds to different conditions and actions.
Changing Billing Results
Changing a task's Billing Rule doesn't automatically update existing consumables, time entries, or expense report lines. Edit the related records to apply the selected rule.
When you save a related record, FSM can replace a manual change to Billable with the result of the selected rule.
Changing a consumable after it has been added to a sales order doesn't update the existing sales order line.
To check the result, review the saved task's Billing Rule and the Billable values on its related records.
Processing Model and Lifecycle
This section explains when processing occurs and what can affect its progress and results.
Billing Rule Processing
Completing a task with a Task Type can schedule separate consumable processing. When sales order creation is enabled, this processing can add eligible consumables to a sales order. For eligibility and transaction behavior, see FSM Consumable Processing.
Billing Rule Scripts
The following scripts support rule selection and set Billable values on related records.
|

Billing Rule Role |
|---|---|---|

Field Service Client |
|
Handles task rule selection during form interaction and billing validation for time entries and consumables. |

Field Service User Event |

Supports validation for tasks, time entries, and consumables. Applies expense-line rules when an expense report is created or edited. |
Billing Rule Configuration
You can add Billing Rule options to the Field Service Billing Type custom list and reference their internal IDs in configuration. Automatic-selection criteria determine which option is selected for a task, and the configured billing formulas determine its effects on related records. Adding or renaming a list option doesn't itself change the billing calculations.
You can change how existing or additional Billing Rule options behave by modifying the SQL formulas in configuration. These formulas cover consumable, time-entry, and expense-line billing. The formulas determine the billable results and can specify the applicable price level for consumables and time entries.
For automatic-selection criteria, billing formulas, and price-level settings, see Configuring FSM Billing Rules.
With Multiple Prices enabled, standard FSM pricing for billable consumables and time entries is applied through the applicable price level. The standard billing formulas set Billable. Account configuration can also specify the price level to use. Sourcing the price level and rate for time entries also requires the account's preference for overriding time rates. Customer pricing can affect the price level and resulting price.
For service item setup when using Track Service Time, see Associating Field Service Task Types With Activity Types.
Removing automatic rule selection doesn't stop billing formulas from applying when a task has an existing or manually selected Billing Rule. Consumables can still receive a default price level when the task has no Billing Rule.
Consumable sales order creation and fulfillment are controlled separately from billing rule selection. For the separate processing controls, see Configuring FSM Consumable Processing. For Consumables tab setup, see Consumables Tab Configuration.
Limitations and Constraints
This section describes a limitation of billing rules in FSM Mobile.
Billing Rule Limitations
The Sales Order tab in FSM Mobile doesn't use the billing rules section of the configuration. For the differences between tabs, see Deciding Between the Consumables and Sales Order Tabs.
