In order for a user to view a custom catalog, they must have that catalog assigned to them. The custom catalogs feature assumes the existence of a catalog property for the user repository item. This property is included in ATG Business Commerce, but if you have ATG Consumer Commerce installed you will have to add it as detailed in Converting from Standard to Custom Catalogs.

For ATG Business Commerce, catalog is a derived property. You can set it in either the user’s myCatalog property or the catalog property of the contract for the user’s parentOrganization. If myCatalog is set, the parent organization’s setting is ignored. For ATG Consumer Commerce, set catalog to the catalog you want the user to see.
