The multisite rules are evaluated when the site visitor requests a page that involves a targeter. These rules include the targeter’s rules and the rules for the user segments and content groups that are referenced by the targeter. The rules are evaluated in the context of the current production site (where the site visitor is). This evaluation determines which rules to execute.
When executing a targeting rule, the system checks for the first site match in this order:
Exact match in the site rule overrides.
First match in the site group rule overrides.
Default rule.
