When startTime and endTime are provided in the criteria, the system returns all records where:
The incident ticket was created within the time period between the values represented by startTime and endTime, or
The incident ticket's last operation date falls within the time period between the values represented by startTime and endTime, or
The creation of the worklog or the last operation date falls within the time period between the values represented by startTime and endTime (only when an externalId is present).
