You can optionally specify a default country that automatically appears in the shipping address and appears at the top of the list of available shipping countries .during checkout. The shopper can select a different shipping country.
To specify a default shipping country:
On the Settings tab, click Shipping Methods.
Select a default shipping country.
The default shipping country you select must be a country from one of your enabled shipping methods. Otherwise, the storefront will not display the default country you selected.
