Problem Summary: When the geopg start command is run and a resource group contained in the protection group is in Pending_online_blocked state, then the operation fails with an attempt to start the resource groups whose dependent resource groups are in the Online Failed/starting state.

Workaround: Ensure that the dependent resource groups of the resource groups in the protection groups are in Online or Offline state before running the geopg start command.
