Register Scripts Need to Define resource_offline_restart Dependency (15700470)

Problem Summary: The register script defines a resource_dependency to the HAStoragePlus resource but This dependency needs to be a resource_dependency_offline_restart dependency.

Workaround: Disable the HA for the PostgreSQL resource and remove the HAStoragePlus resource from the list of resource_dependencies. Then, add the HAStoragePlus resource to the resource_dependencies_offline_restart property.
