After you initialize a target site (see Initialize Target Sites), the Repository Loader can only import assets into a project. In order to do so, set the createProcesses property for the VersionedLoaderEventListener to true. When you run the Repository Loader, it creates a project and names it after the values specified in the properties processNamePrefix and timeFormat, and imports the assets into that project.
