Note: Be sure you have installed and configured ATG Search before beginning migration.
A component in the Service.Migration module entitled /atg/svc/migration/ migrates eServer solutions and other eServer data into an ATG Service knowledgebase.
EServerMigrationService
Although eServer does not support topics, topics are used to browse and refine searches in ATG Service. To populate an initial topic hierarchy and assign topics to eServer solutions, the migration process creates topics from three sources:
environment trees
search weighted properties
reused statements - typically fact statements
When solutions are migrated, the solutions are assigned topics based on the presence of the statement types that have been converted to topics in a topic set. Flags in the /atg/svc/migration/ component enable or disable topic and term migration.

enableMigrateTerms=true
enableMigrateTopics is enabled by default, while enableMigrateTerms is disabled by default.
