In rs_baseline_dimvals.xml, you can configure whether the range dimension values include or exclude their highest and lowest values. By default, the highest and lowest values are excluded; that is, if the lower boundary of a range is configured to be 100, the range begins with 101 by default. To include 100 in the range, you must configure the lower boundary to be inclusive.

You must specify values for both upper and lower boundaries; there are no defaults.
