issue - issue identification file
The file /etc/issue contains a message to be shown before users login to the system. issue is an ASCII file that is read by the program ttymon and then written to any terminal spawned or respawned, prior to the normal prompt. It may also be displayed before login by graphical login programs such as gdm.
