You can disable and enable individual rules and patterns. You can also disable rules by group, using the Enable query rules and Disable query rules options in a TPO set (see the Query Options section of the Text Processing Option Sets chapter).
At the highest level, you can enable and disable query rules entirely using the ruleMode attribute on the request object:

ignore– No query analysis will be performed.display– Perform the query analysis, but simply return feedback about the results in the response.exec– Perform the query analysis and execute the actions, returning feedback about what was executed.
The default value is display, although only an index that contains query rules will return results.

To enable or disable a rule or pattern:
In the Administration Options menu, go to Search Workbench > Customizations > Query Rules > Your Rule Set > Your Rule Group.
Under Child Query Rules, click the name of the rule.
Click the Pattern or Action tab.
Click the Enabled checkbox to enable or disable the pattern or action.
Click Save.
