If you are using multiple agent servers, or a clustered environment, you should ensure that only one agent server is configured to use the /atg/svc/repository/service/ValidationServiceshouldRetrieveLinksAutomatically property to true. This will prevent all servers in the cluster from trying to create the link items on solution deployment.
