Associating a rule with a site is the means of instructing Engagement Engine to evaluate a rule on a particular site in accordance with the rule definition. There are two places where you can associate a rule with a site; the dashboard and the Site Detail screen. The Site Detail screen also enables you to change the rule evaluation order for rules associated with a particular site. This functionality is not available from the dashboard.
