The order of segments is important, because a user may be a member of more than one segment. A user will see the look and feel that is defined for the first segment in this list of which they are a member.
To reorder segments:
- Log in to the Business Control Center running on your agent server. 
- Choose Service Administration > Service Administration Configuration > - Project Name> Self Service.
- Choose the site for which you want to order segments from the Administration Options menu. 
- Click the up or down arrows to move a segment in the list.
