The mlib_SignalGaussNoise_S16() function generates one packet of Gaussian noise and updates the internal state.
The function takes the following arguments:
Generated Gaussian noise array.
Internal state structure.
Length of the generated Gaussian wave array in number of samples.
The function returns MLIB_SUCCESS if successful. Otherwise it returns MLIB_FAILURE.
