The mlib_VideoDeQuantizeInit_S16() function initializes the dequantization table.
The following equation is used:
dqtable[i] = iqtable[i]; 0 ≤ i < 64
The function takes the following arguments:
Pointer to dequantizer table coefficients.
Pointer to original quantizer table coefficients:
0 < iqtable[i] < 128
The function returns MLIB_SUCCESS if successful. Otherwise it returns MLIB_FAILURE.
